Snake River Management
The Snake River Management Plan guides commercial river use in Teton County, Wyoming, specifically on the Moose to Hoback segments of the Snake River. This plan was adopted by the Teton County Board of Commissioners and is overseen by Teton County/Jackson Parks & Recreation.

Who is considered an outfitter?
An outfitter is any person or company providing on-river services for monetary compensation (e.g., fishing, scenic floats, or small boat trips).
Outfitter Certification Overview
Certification Period: 2025 - 2027 Term
- Initial Certification: All outfitters must complete certification at the beginning of each 3-year term.
- Annual Re-Certification: Required for each subsequent year of the term (2026 & 2027)
- Separate Certifications: Required for each sector (e.g. Fishing & Scenic).
Growth Cap
A maximum of 10% new outfitters per sector may be certified within each 3-year term.
Submit documents in person at the rec center or via email to: River@tetoncountywy.gov

2025 - 2027 Term Certification Materials
Submit between December 2, 2024 - February 7, 2025 by 5:00PM
Late submissions will be subject to the 10% growth cap and may be placed on a waitlist.

- Outfitter Operating Plan
- On River Agreement - 2025
- Staff, Guide, & Equipment List (2025 - 2027)
Note: Some documents (like staff/equipment list) must be updated during the season.
Annual Re-Certification: 2026 & 2027
Re-certification documents will be available November 2025.
Launch Reservations
- All outfitter trips must be reserved in the online system prior to arriving at the boat ramp.
- Access to the reservation system is granted after certification.

Refunds & Cancellations
All refunds are processed via the online reservation system:
- Cancelled trips receive a 100% refund if returned to the system by 7:00PM two days prior to launch day.
- Cancelled trips receive a 50% refund if returned to the system by 7:00PM one day prior to launch day.
- Trips cancelled after 7:00PM one day prior to launch day do not receive a refund.
Cancelled boats return to the pool at 8:00PM each day.
Email-Based Refunds (Extenuating Circumstances Only)
If you're unable to cancel through the reservation system, you may request a refund via email only under extenuating circumstances.
- Must be submitted by email only to: river@tetoncountywy.gov
- Same timing rules apply (2 or 1 day before @ 7:00PM).
- Must include proof of error or extenuating circumstance (e.g. screenshot or system issue).
- Refunds will be mailed via check to the mailing address on file.
- Trips cancelled via email will NOT return to the reservation pool.
